New DFCM Pay Application

We recently redesigned our pay application and added some new functionality that should make managing construction projects easier. Updates include a built-in instructional video, a new schedule of values, a PCO log and the ability to auto-generate change orders directly from the pay app file. Any new DFCM projects should use this updated file.
