Modular Building Program

Administered by the Division of Facilities Construction and Management

The State of Utah Modular Building Program is administered by the Division of Facilities Construction and Management. Administration of this program is an independent function of the division's activities which provide construction project management services and facilities management of state-owned buildings.

Utah Code 15A-1-3, Factory Built Housing and Modular Units Administration Act, adopted a statewide building code for modular building units and granted authority to the Division of Facilities Construction and Management (DFCM) for oversight and regulation of the State of Utah Modular Building Program.

The Division of Facilities Construction and Management (DFCM) Modular Building Program is dedicated to ensuring the highest quality and regulatory compliance for all modular units installed in Utah. This mandatory approval process involves manufacturers, third-party inspection agencies, and individual inspectors.

Manufacturers must obtain DFCM approval before shipping modular units into the state for installation. Once approved, manufacturers must partner with a DFCM Approved Third-party Inspection Agency to conduct plan reviews and in-factory inspections.

All third-party inspection agencies must apply for and receive DFCM approval. The third-party inspection agencies core responsibilities include: modular unit plan review, conducting necessary inspections, and applying the required State of Utah approved Certification Decals to units before shipment. Only DFCM-approved third-party inspection agencies  and their inspectors are authorized to issue these Certification Decals.

Individual third-party inspectors seeking approval must be employed by a DFCM Approved third-party inspection agency and submit an application to be a third-party inspector directly to DFCM. Upon approval, the inspector is added to the official list of approved third-party inspectors.
