Third-party Inspector Requirements
Third-party inspectors seeking approval from the Division of Facilities Construction and Management to perform third-party plan review and inspections for modular units installed in the State of Utah must be employed by a DFCM Approved Third-party Inspection Agency and submit an Application for Third-party Inspector to DFCM. Once approval is provided, the inspector will be placed on the list of Approved Third-party Inspectors.

Inspector Qualifications
To qualify, an inspector must meet one of the following qualification paths:
- ASTM E541-22 standards, or
- Active ICC certifications in relevant subject areas
Inspectors must maintain certification in good standing.
