Third-party Inspection Agencies

DFCM Approved Third-party Inspection Agencies are responsible for modular unit plan review, performing modular unit inspections, and installing the required State of Utah approved decals on modular units prior to shipment to Utah. All third-party inspection agencies performing plan review and inspections for modular units installed in the State of Utah must apply and receive approval from the Division of Facilities Construction and Management. Once approval is provided, the inspection agency will be placed on the list of Approved Third-party Inspection Agencies and authorized to obtain State of Utah Modular Unit Certification Decals from DFCM.

Modular Inspection Agencies Qualifications

To qualify, an inspection agency must:

  • Be licensed and experienced in modular inspection and testing.
  • Employ qualified personnel per ASTM E541-22 or ICC certification standards.
  • Maintain $2 million in professional liability insurance.
  • Remain independent of any modular manufacturer.
