The DFCM Paving Program is a statewide program designed to assist agencies in navigating the bidding, hiring, and construction processes for asphalt or concrete paving projects. Whether utilizing agency funds or capital improvement funds, our program is here to support your agency's paving needs.

Our commitment extends beyond aesthetics. We prioritize functionality, safety, and longevity, ensuring that your parking lot not only looks good but also serves its purpose effectively and endures for years to come.

Paving Requirements

All paving projects must adhere to the APWA 2025 Manual of Standard Specifications. Click the link below for an excerpt of the APWA Design Requirements that outlines the paving criteria adopted by DFCM. Any variations to the APWA specs made by a DFCM-hired engineer will take precedence and will be included in the project documents for bidding purposes for each paving project.

Additionally, all state paving projects must comply with the most current ADA regulations and standards.

Agency Responsibility

All state agencies are responsible for monitoring the health of their parking lots. If you notice any of the following issues, it is your responsibility to hire a contractor to resolve them:

  • Cracks in asphalt or concrete
  • Sinking asphalt
  • Faded striping

You can use paving contractors on state contract or procure bids from contractors on the pre-qualified paving list, as long as you are within your agency's procurement guidelines.

  • Potholes
  • Trip hazards
  • Uncertainty about what to do
  • Need for a free assessment
