Paving Requirements
All paving projects must adhere to the APWA 2025 Manual of Standard Specifications. The paving criteria that DFCM adopts are outlined in the following excerpt of the APWA Design Requirements. Any variations to the APWA specifications made by a DFCM-hired engineer will supersede these requirements and will be included in the project documents for bidding purposes for each paving project.
Furthermore, if any portion of a paving project is located on UDOT, county, or city property, the respective entity's specifications will apply to that portion of the project.
All state paving projects must comply with the most current ADA regulations and standards.

Agency Responsibility
All state agencies are responsible for monitoring the health of their parking lots. If you notice any of the following issues, it is your responsibility to hire a contractor to resolve them:
- Broken up concrete
- Cracks in asphalt or concrete
- Faded striping
- Sinking asphalt or concrete
- Weathered or gray colored asphalt
You can use paving contractors on state contract or procure bids from contractors on the pre-qualified paving list, as long as you are within your agency's procurement guidelines.
