High Performance Building Program
HPBS
The High Performance Building Standard (HPBS) is part of DFCM's Design Requirements. This program works hand-in-hand with project managers, stakeholders, and agencies to ensure that the State's capital projects are held to strict energy efficiency standards.

SBEEP
The Utah State Building Energy Efficiency Program (SBEEP) was created in 1999 and is dedicated to using every watt of state energy responsibly. The program falls directly in line with Governor Gary Herbert's energy plan and aims to help Utah be at the forefront in solving the world's energy challenges. The program provides funding resources as well as tools and cost-effective methods for energy efficient design, construction and operations. SBEEP aims to reduce the impact of energy usage in buildings while maintaining high quality spaces for State building occupants.
SFEEF
The State Facility Energy Efficiency Fund (SFEEF) was established in fiscal year 2008 to provide the State Building Energy Efficiency Program with a revolving loan fund from which agencies and institutions can borrow to complete energy efficiency improvement projects. Repayment of the loan is achieved by capturing cost savings from reduced energy use and demand and by capturing utility incentives. Borrowed funds are paid back into the SFEEF so that it can be lent out again. The fund total is $2.15 million. Funding requests must be approved by DFCM. State funded institutions or agencies interested in applying for SFEEF should contact DFCM to discuss available funding and project specifics.
