How to Become a DFCM Pre-qualified Contractor
STEP ONE
CREATE A U3P ACCOUNT
Because many of our jobs are only available to contractors on our Pre-qualified List, your company should strongly consider getting pre-qualified.
In order to be included in job notifications from U3P, it is essential that you select the appropriate DFCM commodity codes when creating your account:
- DFCM - 99901
- Electrical - 72151
- Roofing - 72152
- Paving - 72141/72140
- General (New Building/Remodel) -72120/72121
- Mechanical - 72151
- Site Work - 72102
So, before you do anything else, the first step to winnning jobs is to create a U3P account. You can create an account here.
STEP TWO
WATCH FOR A SOLICITATION ON U3P
Once you've created a U3P account, it's time to respond to our solicitation. We open a solicitation to be added to our Pre-qualified Contractor's List and try to get as many of you to apply as possible. All pre-qualified contractors will be added to the list and will qualify to start doing work!
Unfortunately, some of our friends will miss the first deadline or won't provide the required information the first time. For them, we'll open another solicitation.
That's it. We open the list up twice a year and hope that everyone applies. And for those who miss the deadline, we hope to hear from you when the next solicitation opens.

STEP THREE
KNOW AND SUBMIT YOUR DOCUMENTS ON TIME
A common misconception is that you need to submit your documents on the date listed on the U3P website. You need to submit your documents by the date and time listed in the solicitation's project schedule (NOT THE BID DATE).
STEP FOUR
BE PATIENT WHILE WE REVIEW YOUR SUBMISSION
STEP FIVE
START BIDDING ON JOBS

STEP SIX
RENEW YOUR EXISTING PRE-QUALIFICATION
Just because you made it onto one of our Pre-qualified Contractor's Lists once doesn't mean you'll stay there forever. We require contractors to re-apply every 24 months. Download the DFCM Pre-qualification Renewal Packet, follow the instructions, and re-submit within 30 days prior to your expiration date to retain your pre-qualified status.
For your reference, DFCM's current pre-qualified contractor lists are located to the right. These lists are used at all stage II pre-qualified project mandatory meetings. Only contractors appearing on these lists are eligible to bid on stage II pre-qualified projects.
For questions regarding these lists and pre-qualification, please email dfcm_vbs@utah.gov.
