Facility Condition Analysis (FCA) Program
The FCA program is a tool used by DFCM to project capitol cost on all State owned facilities older than 5 years. This is primarily done by Architects and Engineers with the ISES Corp. All the information along with photos, drawings, descriptions and summaries is then put into a master data base created by the ISES Corporation.
There are four categories that the info is broke into: Plant Adaptation, Capitol Renewal, Deferred Maintenance and O& M. They are also broke into a priority sequence, based on the severity of the condition and the need. Priority sequence is 1- Immediate, 2- within one year, 3- two to five years, 4- six to ten years. The identified costs are then used in identifying upcoming needs and projecting and securing funding of these projects.
