Transfer of State Building Energy Efficiency Program (SBEEP)

  • Transferred from the Utah Energy Office to the Division of Facilities Construction and Maintenance (DFCM).
  • Consolidated responsibilities and resources for energy efficiency in state buildings.
  • DFCM has hired one engineer and is in process of hiring a second.
  • Promote energy-savings programs in state-owned buildings.
  • Provide technical assistance.
  • Monitor utility bills for opportunities for savings.
  • Report accomplishments to the Governor and Legislature.

High Performance Building Initiative

  • Established a task force to develop a high performance building standard for new state-owned buildings similar to the nationally recognized LEED™ program.
  • Promote integrated design to maximize building performance and provide better air quality, lighting, and acoustics.
  • Invest in energy efficiency to save 30% to 40% of utility costs. Implement pilot program within 60 days.

Recommissioning

  • Modify and tune-up building equipment and controls.
  • Improve system operation, reduce maintenance and repair costs, extend equipment life, improve occupant comfort and productivity.
  • Partner with Utah Power & Light for funding and expertise.
  • Pilot program started with Cannon Health Building. Two other buildings are targeted and will start within 60 days.

Energy Savings Performance Contracts

  • “Energy Savings Performance Contracts” provides for the design and construction of energy conservation measures with the costs repaid from energy savings.
  • Work is done by an Energy Savings Company (ESCO) that guarantees the savings.
  • Nearly complete with three pilot projects involving $21 million of improvements that generate over $1.3 million in savings annually.

Utility Energy-Savings Contracts

  • Utah Power & Light participates in the capital cost of achieving a higher level of energy efficiency beyond that required by code.
  • Implemented approximately 20 contracts on state building projects in the last 3 months.
