About the Division of Facilities Construction & Management

The Division of Facilities Construction and Management (DFCM) oversees the construction and maintenance of state facilities. The DFCM mission is to ensure that the citizens of Utah receive full value in the design , construction, and management of state facilities.

Where We Are

The administrative portions of DFCM are housed on the fourth floor of the State Office Building. Facilities Management employees are located from Brigham City to Blanding to oversee the maintenance of buildings throughout the state.

Our Organization
DFCM is a Division within the Department of Administrative Services, led by Executive Director Kimberly Hood and Director Gregg Buxton. The State building Board, a seven member board appointed by the Governor, oversees the Division's activities.

Design and Construction
The Design and Construction section of DFCM is responsible for constructing state facilities. After buildings are approved and funded by the State Legislature, the Design and Construction group is responsible for:

  • Architectural Programming
  • Selecting a private sector architect or engineer
  • Awarding construction bids
  • Conducting value engineering
  • Overseeing the design and construction of the building

After buildings have been completed, they are turned over to the appropriate agency for occupancy.

About Facilities Management

Facilities Management is responsible for ensuring that all state buildings receive proper maintenance. This section maintains over five million square feet of space for a variety of agencies throughout the state. It also offers the following services to these agencies:

  • Preventative Maintenance
  • Roofing
  • Paving
  • Grounds Services
  • Computer Aided Design Services

About Real Estate

DFCM’s Real Estate section is responsible for the land purchase and lease for all state buildings. Their responsibilities include:

  • Contracts for leased space
  • Land acquisition, including purchases, financing, and negotiations
  • Request for Proposals on space needs
